As an auditor I want agent logs persisted and queryable in order for me to investigate access and security events reliably.

Acceptance Criteria:

Within 14 calendar days, /agent/servers/{id}/logs enqueues and persists batches instead of returning stub success.
Log ingestion p95 request latency is under 300ms for 500-event batches.
No data loss during single-process restart in replay test.
Logs are queryable by server, time range, and event type via API.
