As a developer I want automated quality gates on every PR in order for me to prevent regressions reaching dev or main.

Acceptance Criteria:

Within 7 calendar days, CI runs lint, unit tests, migration checks, and build checks on every PR.
PR merge is blocked when required checks fail.
CI includes both Django app checks and Go agent checks.
Full CI runtime is under 12 minutes on default branch.
