As a maintainer I want tests for critical auth/access/shell/agent paths in order for me to refactor safely.

Acceptance Criteria:

Within 21 calendar days, new tests cover: access lifecycle, agent auth/enroll, websocket shell lifecycle, and cert revoke flows.
test_auth.py is populated with meaningful auth tests.
Minimum 70% coverage across apps/access, apps/servers, and keywarden/api/routers.
At least one failing-path test exists for each critical endpoint group.
