As an operator I want a Redis-backed channel layer in order for me to run websocket workloads across multiple app instances reliably.

Acceptance Criteria:

Within 10 calendar days, production settings use channels_redis instead of in-memory channels.
Two-instance websocket smoke test passes for connect, stream, and disconnect.
Deployment docs include required Redis configuration and health checks.
No websocket regression in shell functional tests.
