As a server operator I want a live metrics panel on the audit page in order for me to assess server health quickly.

Acceptance Criteria:

Within 14 days, server page shows heartbeat freshness, ping trend, sync success/failure counts, and last sync timestamp.
Metrics update at least every 60 seconds while page is open.
Stale agents are highlighted when heartbeat age exceeds configured threshold.
Metric data for the last 24 hours is queryable and displayed in chart form with under 2s load time.
